In 2023, Wired documented Mark Zuckerberg’s Kauai compound as including an underground shelter, secrecy controls on construction crews, and self-sufficiency features; in 2024, Zuckerberg publicly minimized the structure as “just a little shelter.” None of this proves that these actors expect imminent collapse or are engineering it. But it does sharpen a bounded political question: legitimacy weakens when elites ask publics and states to normalize dependency on systems they govern while privately investing in exemption from shared risk. 8
